To be fair, Gallucci isn't saying it's a prerequisite. He is saying that the US should make it clear that this is their long-term goal. His goals for the outcome of the meeting itself is quite modest and sensible (continued contact, engagement, long-term plans for negotiations).

(I think the headline — while not strictly inaccurate — makes it sound much more hard-line than the actual interview quotes indicate.)
I think all of it needs to be handled delicately. I worry that the people doing the negotiating are not delicate. 
There is much that could go wrong here...
