MDR can be faster if you know the exact thing you are asking for. They are essentially the same in their bearing on classified/unclassified (they won't give you classified stuff, but they will redact if possible).

You cannot MDR if you FOIA’d within 2 yrs prev. So have a strategy. If target may be partially classified, start with MDR.
