I am not optimistic that SDI in the forms proposed in the early 1980s would ever work (some of the later ones were perhaps more achievable), but anyway, to what end? If a nation did master it, it would just shift arsenals away from ballistic missiles (e.g., cruise, hypersonic).

That's money you would not be spending on, say, healthcare or high-speed rail or whatever else the country could use. That's money that could do a lot of things other than spur other nations to "innovate" with their nukes. It wouldn't buy us any real security.
