      Nuclear threats didn't go away in the 1990s — everyday people just stopped learning about them and talking about them.       Actually quite a lot of the old civil defence information was designed to make you feel better but would actually get you killed. A British team tries to follow a civil defence pamphlet and not only went over time and budget but would have died within 3 to 5 days anyway...

      The only honest accounting of the costs to "adequately" prepare Montreal in 1950s led to the CD director being fired and the city using federally-provided rescue vehicles as municipal garbage trucks.

      My personal read on the problem that the Cold War governments had with CD is that they were often unable to admit to the public (or themselves) that no matter what you did, many would suffer. You can both admit that it would be terrible AND that there are mitigation strategies.

          And gov'ts were loathe to admit that if you are talking about multiple multimegaton detonations, your big cities are just toast. Which led to many of the more ridiculous and implausible ideas, like trying to evacuate a metropolis in two hours, or building shelters for everyone.

          Also, untenable to have no plan whatsoever. But senior officials were reluctant to lend their support to tout measures. No votes in nuclear preparedness!

          And Civil Defense became a very easy target. The fact that it got taken up by the worst of the nuclear hawks (Teller, etc.) didn't help.
