Think they need a two person rule on Emergency Alerts?
I think like three confirmation boxes would be a good start though

When we tested Group Control/Carrier Control Point comms we specifically had to tell them (police control room) NOT to turn any switches with keys in them. Never happened in our group, but others had the police randomly turn keys and set off area air-raid sirens.
