Interesting. I've found the inclusion of Cohen here problematic because I see SC as such a weird outlier who wasn't listened to. AmIRite?
I don't know what to make of Cohen. He has always struck me as an unreliable narrator. I don't trust anything by him unless I can find separate documentation for it. @AnnieGAdams has studied him more closely than I have, though!

Cross-referencing anything by Cohen is the right approach. Cohen may well have been at the meeting, but he's the sort of guy who would hear LeMay crack a joke like that and then get to work trying to figure out how to make it happen.

SC was well intentioned (really!), but my sense is he was bad at reading the room and too brusque to keep people around. For nearly every one of his neutron bomb briefings, he was accompanied by someone with a bit more interpersonal savvy.
