Yes, there are a few of them. They each have their own particular interests, methods, goals, etc. There is an interesting history of these kinds of folks — there will be a section on them in my (someday finished) books!

Unlike Hahn and Wilson the goal is mainly to know things you aren't supposed to know. (They are not trying to build their own nukes, thank goodness.) But many different motivations for doing it.

Of course. Though I suspect my undergraduate engineers could manage a gun-type weapon if they had the materials. (Taylor's big argument was that it wasn't "secrets" that were keeping terrorists from such weapons, but material safeguards. But that often got missed.)
