1) While it is unfortunate and condemnable that the DPRK is a terrible regime to its own people, that's not a great reason to start a war with it — certainly not worth the consequences, given the lack of guarantee that such a war would help said people.
Separately, while the regime may desire the unification of Korea (as does the South), that does not — at all — mean war is inevitable. They are still deterrable. They know they cannot win a war; they will not start one.

also, i don't see how nk would ever hope to integrate the non-indoctrinated population of sk into their system?! Reunification would seem to me to be one thing that nk could not possibly survive - and I can't imagine them believing otherwise.
