I have not seen any reputable evidence of "high radiation levels." Dust content was 2X above background = nothing interesting.

To put this into perspective, the granite in Grand Central Station makes it several times above background.
And smoking a cigarette gives you thousands of times above background exposure.

Lots of building materials (granite, ceramics, etc.) contain detectable amounts of uranium and thorium. So many possible sources in debris.

There were also several medical offices in WTC complex, too, and they sometimes have devices with significant activity. You get my drift.
