MIght have been the copy they scanned.
The microfilm copy ain't great to begin with but it's not helped by the fact that they overzealously applied lossy compression to the PDF

FOIA commonly scans to image, not true PDF, proper OCR conversion. Many PDF decompilers/image extractors demonstrate this.
