The problem is a loss of data, allot of the CV stuff would use multi colored light to scan an original on this instance the data is gone.

Due to sequestration, FOIA document reproductions now done using Minox camera and film from CIA museum. Developer chemical is old acetone.
surprisingly legible once you know what words are likely. I've had recopied microfilms of prints of microphotos of foreign language letters.
In that case it helped that I was able to compare the (often genuinely illegible) copies with the original letters in Montevideo.
I think what I have as "answer" is actually "execute".
I went into GIMP on the first one and adjusted the output level way towards white and it made it much easier to read.
