I feel like some CS student in computer vision should be able to write some kind of neural network that can squint at this instead of me.
MIght have been the copy they scanned.
The microfilm copy ain't great to begin with but it's not helped by the fact that they overzealously applied lossy compression to the PDF
Sure thing... and you can probably tell that better on your end. I got a request back yesterday and was thankful to have 500 clear pages
Then there's the popular 2-bit (B/W "line art") scans common in FOIA docs, to save drive space. I had many laughs over their bad scans game.
