Not clear when exactly they might have been able to use in Europe/Asia. But they didn't have ability to attack continental US until later.

The Soviet stockpile was 1 bomb on 1 Nov 1949, 2 on 1 Jan 1950, 11 on 1 Jan 1951, 35 on 1 Jan 1952, 75 on 1 Jan 1953, 121 on 1 Nov 1953.

The big unknown is whether the Soviet Union planned to send Tu-4s (and later Tu-16s) on one-way missions to target CONUS.

The US assumed that was possible. I don't think any actual Soviet military planning documents have been declassified so far.
