Targets the US might be *tempted* to use nukes on. E.g., things "hard enough" & "important enough" that conventional "might not do it."
Yeah, I think a lot of tunnels and caves would be hit, but there are enough road mobile missiles we wouldn't get them all.
Wouldn't need to use nukes on all (any?) targets, but also need to hit airstrips, pads, highways that are known launch sites.
Also hit their radar sites and wmd facilities (again, not necessarily with nukes).
