If the question is, "do they release info which should not be released?" that is a broad question re: value of secrecy vs. disclosure.
If question is (as w/ your post), would someone be infringing if they used it — b/c it is assigned to US government, can be used freely.

The reason a patent is assigned to the US government is, in effect, to make it "free for all." For better or worse!!

US gov owns patents assigned to it. US gov can enforce its patents just like any private corp: restrict use or license or dedicate to public
