If you are training first responders, then it is EM and not CD. CD is aimed at civilians, the "general" population(s).

Training under this is actually a mix. EM for “talking up,” and “CD” for talking down to target populations. 1/2

Think the intent was for officers with that ASI to plan and coordinate local CD, educate population, and tie into local EM plan.

So I don't really know what Army CD really means. It sounds like EM to me. Would be interested to know more.

To be clear, the ASI looks pretty dusty (though it’s had some maintenance) so it’s been a while since many have actually examined CD.

If I had to guess, the intent was that you’d have one at each unit level to both understand local EM plan but also prep families on CD.

So as to harmonize both efforts. It’s kind of defunct, but I’m actually looking into what it would take to rejuvenate it.
