Plus I think the Army needs to get back to thinking about how to fight and win under nuclear conditions. CD is a tiny way to start.

The differentiation I make between CD and, say, Emergency Management, is who you are training.

If you are training first responders, then it is EM and not CD. CD is aimed at civilians, the "general" population(s).

Training under this is actually a mix. EM for “talking up,” and “CD” for talking down to target populations. 1/2

Think the intent was for officers with that ASI to plan and coordinate local CD, educate population, and tie into local EM plan.
