I don't think it's worth the trade off either, but am worried that regular citizens are going to be confused and scared about radiation.
1) I don't think that's very likely, 2) still don't think it's worth the tradeoff. Plenty of ways to express disapproval without war.

Hawks can seize on this fear to push a military agenda. Again, hope it does not happen, but think atmospheric test gives them fodder.

Agree — but what doesn't give hawks fodder, these days? Hopefully risk of losing a city outweighs the war drive. Hopefully.
