Deterrence does not require early warning, it just requires second strike capability. Not the same thing, though related.
But as an example: imagine a force that was dispersed in a way that you felt confident it would not be taken out in first strike.

You could "absorb" the first attack, then reply. No launch on warning required, no hair-trigger.

But anyway— I worry that DPRK response to US/ROK threats will be to build a launch-on-warning system. And that it will be flawed/dangerous.
