Deterrence does not require early warning, it just requires second strike capability. Not the same thing, though related.

You could "absorb" the first attack, then reply. No launch on warning required, no hair-trigger.

But anyway— I worry that DPRK response to US/ROK threats will be to build a launch-on-warning system. And that it will be flawed/dangerous.
