I don't think taboos (in general, much less nuclear) are unmeasurable/untestable/unscientific. Plenty of good social science on taboos.

Deterrence is hard to measure (as a psych. phenomenon), but not untestable in principle, FWIW.

"Is there a nuclear taboo?" is a great empirical question. One can imagine various ways to get useful results out of it.
