      It is to my understanding that SecDef can protest all they want, but in the end, it is only up to POTUS.

      So the *requirement*? Not in law. But you're being misleading to imply POTUS can just pick up the phone and order use.

      SecDef has lots of roles re: day-to-day nuke policy, like force readiness & composition. But not clear they have legal role re: use of nukes

          Adding "legal" makes me agree. But the clear implication is sec DEF normally plays no role. This is wrong.
