Not sure — seems like a hard statement to evaluate.
You seem to be saying that the USA had its fingers crossed when it signed the NNPT, so that makes it OK. The UN disagrees.
I'm not saying it makes it OK; I'm saying, Americans seem to take it for granted that everyone knew that. That's not the same thing.

I studied at Hiroshima University in 1981. I will never forget attending the anniversary commemoration at the Peace Park.
