CEP is, essentially, a measure of a missile's precision - not of its efficacy against target once hit.
Other way to think about it: could DPRK put 5 psi of damage onto urban Los Angeles region reliably? 5 km CEP + 30 kt is adequate to do that.

You're missing the point. Someone asked about the CEP and you replied about factors affecting efficacy of missile target kill.

CEP is simply radius within which a missile lands 50% of time. Nothing to do with whether it destroys target
