What is frustrating about both MS Word and Apple's Pages is that neither seem developed by people who actually use footnotes in documents.

I use Zotero - there is a plugin for MS Word that does the job (for me at least)
I have tried to use the Zotero/Word plugin and find it takes me about as much time to get it right as doing it by hand. It seems finicky.

Maybe it's different in history writing. I've never had problems. Zotero has some limits. though
