It was sent (supposedly) at midnight German time, meant to arrive before 5:30PM Washington time. Z is Zulu/UTC time? None of this adds up.

Open to any insights and ideas! Have considered time to encrypt/decrypt but sometimes outgoing/incoming time stamps only vary by 1 min.

Looks like 212043Z to me, 9:20pm GMT, 5:20pm EDT. Summer, so Germany would be 11:20pm? Somewhat close to midnight.

The 21 is the date (July 21). So 212043Z means the 21st, at 20:43 Z (UTC/Zulu). I know, confusing...

Ah. Post WWII Soviet Zone Germany & Berlin were UTC+0300 so the telegram was sent 23:43 Berlin time -- close to midnight!
