But are these actual production rates? They seem to be estimates of production/recovery.
Right — but they also state that they've designed the plant to handle 75-200 tons of U per month. So that gives some sense of the rate.

Well, when you think about the size of the arsenal by the 1960s I guess they'd almost have to be going at that rate.
That's still an impressive rate, considering the delay in the remote control chemical extraction process through the "caverns."
