Well, a reactor meltdown breaches the containment just fine on its own, as witnessed in Fukushima and Tchernobyl.

And I imagine a nuke doesn't have to go off right on top of it to cause a meltdown due to systems failure or containment breach.

Pelagial underwater detonation would be a great way to flood a coastal reactor, causing a highly localized Tsunami.
