Hysterical politics when people viciously assume he would risk devastating retaliation. Same for anybody else.

In any case, I think pointing out that we live in an age of "hysterical" or "vicious" politics is past the point of obvious! :-)

Yet responsibility lies in not contributing to that hysteria. Responsibility is to defuse/end hysteria. Radicals crave chaos.

I think it's a perfectly good question to ask, whether a President (any President) should have unilateral authority on this topic.

USA would totally lose all credibility globally in its traditional ploy on justice and rationality, in unilateral attack.
