I think it's a perfectly good question to ask, whether a President (any President) should have unilateral authority on this topic.

I agree. But I lack as much faith as you, I think, in any individual acting rationally. I would prefer something more constraining.

I really don't lack faith in people stopping a unilateral nuclear attack. I actually believe there would be a justified mutiny.

True, the Constitution is illegally and sadly ignored in broad practice of gov't. Obama, an expert therein, also ignores it.
