Hysterical politics when people viciously assume he would risk devastating retaliation. Same for anybody else.
In any case, I think pointing out that we live in an age of "hysterical" or "vicious" politics is past the point of obvious! :-)

Yet responsibility lies in not contributing to that hysteria. Responsibility is to defuse/end hysteria. Radicals crave chaos.

I am not doubting you, but the idea that anybody would be assumed to use nuclear weapons. It's disaster in any case.
