Hysterical politics when people viciously assume he would risk devastating retaliation. Same for anybody else.
There are plenty of situations where a president could (and has) been temped to use nukes against non-nuclear nations.

I can't fathom disastrous non-intervention by other nuclear nations in that scenario. The unknowns are too costly.
