It is as I describe. President orders SecDef. SecDef orders military. No discussion about whether SecDef must concur, can veto, etc.

Hysterical politics when people viciously assume he would risk devastating retaliation. Same for anybody else.

There are plenty of situations where a president could (and has) been temped to use nukes against non-nuclear nations.

I can't fathom disastrous non-intervention by other nuclear nations in that scenario. The unknowns are too costly.
