      This is because the environmental neutron radiation cannot be completely stopped by shielding.

      I assume you are referring to criticality accident of 1999. This was 18.8% enriched uranium, in water.

      Reports say U, not MOX. U oxide was unusual for them to use, staff inexperience part of the accident. http://www.nrc.gov/reading-rm/doc-collections/commission/secys/2000/secy2000-0085/attachment1.pdf …

      Uranyl nitrate is uranium. Not MOX. They were doing research related to making MOX. But the accident was not MOX.

          MOX is obtained through Roasting Reduction Method after denitrating Pu- and U-nitrate solution separated from SP and refined. @wellerstein
