I assume you are referring to criticality accident of 1999. This was 18.8% enriched uranium, in water.

In 1999 Japan's nuclear accident occurred in a production process of "MOX fuel made from Pu & NU or DU" for FBR Joyo.

Uranyl nitrate is uranium. Not MOX. They were doing research related to making MOX. But the accident was not MOX.
