@Max_Fisher What Comey seems to be saying is that while some of the info lacked a classification label, it was still formally classified.
Main difference, ultimately, is that "born classified" can apply to info created by ppl w/out clearances.

yes. People without clearances can create classified material. I think classic case was Princeton physics student

if I recall correctly some of his report was redacted.

His report was never formally classified. Just restricted access by department. (I have seen it.)
