Proposed interpretation: the "sets of numbers" are coordinates (degrees and minutes, not decimal notation!).

And the letters in the DGZ column are the names of the individiual DGZs. I.e. Moscow has 12 DGZs assigned, and these DGZs cover 179 targets.
