@mattfarish And the Soviets had almost no weapons. So if they were going to target anything, would be big cities.
@wellerstein It's still "what FEMA [or the FCDA] _thought_." Big guesswork, esp. in 50s. And yet: a site like Fairfax would be in both maps.
@mattfarish The estimates I've seen from the 1950s generally assume USSR would have to target cities b/c of lack of accuracy & # of weapons.
