@Casillic I think his WWI experience had a big part in this. He also fretted a lot about how bad A.H. Compton was with security at Chicago.

@Casillic I haven't seen much on Tolman's WWI. He was a Major, the Chief of the Dispersoid Section of the Chemical Warfare Service.
