@AnnFinkbeiner They weren't stupid, they just didn't have a clue how to spot moles. They were mostly worried about leaks and outside agents.

@AnnFinkbeiner Exactly. All of the serious spies were quiet moles, whereas they were looking for outside Communists trying to break in.
