The precedent, interesting enough, is the Atomic Energy Act of 1946, which outlawed patenting of atomic bombs.

@jdhamblin Well, the patent issue was a big one for Congress also b/c of fear of private monopolies on a hugely important emerging tech. -
@jdhamblin A big difference of course is that there was no private nuclear industry in 1946, so no lobby.
