This is post-BRAVO, and they are talking about a "direct hit" possibility. Not "just" a dusting with fallout. Says it would be bad PR.

@jdhamblin Maybe but they are talking about multi-megaton yields. So might be something completely different. ARGUS was fairly low-yield.
