I attended and spoke at a PONI event at STRATCOM in December 2009. Gen. Kevin Chilton joined us for dinner, gave a talk, and was present for some of the presentations the following day. He had some people with him. I don't remember a "phone" guy, but we were right next to his HQ.

You can see little dude by the doorway in the back, there. Burly dude was out of frame, eyeballing everyone in the room on a regular circuit, Secret Service style. He also had two or three military people in uniform who looked like they were in charge of driving him around.
