The hardest part here was finding a good list of cities. I ended up taking a database of global cities and screening by population, and then doing a kind of "orbit clearing" whereby large cities edged out smaller cities near them in various ways.pic.twitter.com/fLlYbuFKyg

For the US it gives a plausible distribution. I'm less familiar with Europe so it's harder for me to say (but I didn't want to just pick capitals as targets), but it seems to be OK. Goal here is not to be perfect, just to start the user in a sensible place.pic.twitter.com/W7q5xdf6q4

I may tweak the city list as time goes by; it is just a database and is easy to change/update/etc. I opted not to choose non-city targets for the initial start point; I thought it would be confusing to people to have it be a random military base.

It would be easier to add more cities; the tricky thing is that because IP information is so inaccurate, it would be putting people in pretty random places. So I tried to make it "the largest city in the region with at least 200,000 people, or the national capital."
