"It works great" = "totally plausible big city result." "It can't find me" = "it says it can't find me at all, no big city result offered." "It finds me but is wrong" = "it thinks it finds me, but the answer it gives is VERY incorrect, and the big city result is not plausible."

I am in Ontario, CA getting my car serviced, the description said I was in San Bernardino, and the target was Anaheim. I'm not sure of your goals but, here in SoCal, we'd consider those well off as both ONT & San Berdoo have airports worth targeting.
