      One can imagine a system with a 'check' in place — the Russians, French, and Israelis all have systems that don't involve totally unilateral control by a single person.

      Sure they can — you can easily set up a system that reverts back to unilateral decision-making in situations that require a decision in minutes (e.g. launch on warning).

      You'd require the military to agree it required expeditious response. You need their participation in any system (including the current one).
