I don't know the longer history of them, but all through the 2000s this particular (JP 3-72) document was online. I have several previous versions.

I don't think that's correct. I believe JP 3-72 ("Nuclear Operations") is a new publication this year. What was available during the 2000s was JP 3-12 ("Joint Nuclear Operations").

Ah, you're right. I was thinking of JP 3-12 ("Joint Nuclear Operations," 1995) and also confusing it was Annex 3-72 ("Introduction to Nuclear Operations", 2015), all of which are similar documents.
