"Whatever the reasons for these disparities" — I mean, the "reasons" are exactly what determine whether something is actually eugenic or not. If it is being done for non-eugenic reasons, then it is probably not eugenics.
(I have a book from the 1910s in which it is argued that exercise is useful for eugenics. That does not mean that allowing people to exercise today is a eugenics program.)
