Hot take: when talking about money we should refer to them as 1,000 millions and not billions. The scale of a "billion" is just much, much larger than I think most people intuitively realize.

We talk about this internally in our group, and often when something changes by X billions of dollars we’ll talk about “NISTs” since the annual budget of the entire agency is about $1 billion.

On the other side of things, we really try to avoid talking about sums of a few millions of dollars as though it's small change, because it's often very consequential to the people it affects.

In Britain, a "billion" is a million million, not a thousand million as it is in the US. Indeed, this is precisely why scientists use expressions like 10^12 and 10^15, to avoid verbal confusions.
