If I’m a “rogue nation” with a nuke or two, I’m not wasting it on an EMP. I’m gonna do some damage. This is scaremongering about EMPs is so bizarre.
What do you guess the underlying motivation is? I vacillate between psychological and cynical. What I still don't really get is what they actually even *want* out of this stuff. Are they going to pay to upgrade the US electrical infrastructure, or... what?

I would imagine we’ll see more pariah states (and non-state actors) hype non-catastrophic alternative derivatives to WMD capacity. But I agree-if public figures fictitiously hype them as threats without an actionable countermeasures, then their their motive should be scrutinized.
