Two small things: 1. I have a friend who, when getting interviewed for his clearance, admitted to having smoked pot once, a month before, for the first time, didn't get high. (He was telling the truth.) They told him it was OK — but made him go to counseling for his "pot habit."
2. There is a tremendous, as far as I know unused by scholars, database of DOE clearance appeal decisions online. Lots involve drug use. Pretty interesting reading.https://www.energy.gov/oha/decision-summaries …

Interesting; when I was given a Q clearance in 1994 I did say "yes" to the question about "ever" using marijuana. (I could count on one hand the times, but it was not zero.) I was still given the clearance. That was Clinton years, and rules were changing. But maybe vary by admin?
The last time I skimmed the drug use files, they were mostly concerned with meth. Changing times...
